PayPal is owned by Ebay and is a service for individuals or businesses which allows for purchases over the Internet using funds deducted from a credit card or bank account. Using the PayPal service, an account is first established which is free of charge. This PayPal account is then "linked" to either a credit card and/or a bank account. Once this "link" has been verified by PayPal, the user can then transfer money from the credit card or bank account into their PayPal account. It is then possible for users to make purchases over the Internet by simply paying for goods with their PayPal balance. When a purchase is made, the specified amount is then transferred from the buyer's PayPal account into the seller's PayPal account.  

Personal accounts to buy with are free of any charges, Merchant/Business accounts are charged between 1.9% to 3.4% per transaction.
